Ability to generate warnings and complaints

Button for warnings and complaints in the 'my requests' feature
Warnings and complaints are implemented through the custom text feature
Templates (plain text) in the custom text feature
Upon selecting the 'complaint' template, open a popup where the user can select the relevant authority

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
